    The State of deployment of surveillance technologies in Africa. Ghana - Overview of Surveillance Technologies Deployment

    There is much reported evidence that the government uses technology to monitor the population against the principles and rights guaranteed in the Constitution such as QuaDream spyware that exfiltrates user data (without authorization) (pp. 94-98). Regarding AI since 2019 the government has created a 'safe cities' project deploying Huawei cameras in three cities and planning to expand the installations. With the 2020 cybersecurity law it became legal for the government to conduct surveillance on citizens. This has boosted the use of the Chinese company's AI for surveillance via facial recognition (p. 95).
